As far as the CEMA Animal Care Program goes: it is based on the Codes of Practice for the Care and Handling of Farm Animals which were developed under CFIA participation. In that respect, CFIA did have an influence on how the program is shaped. However, there is no other CFIA involvement that I am aware of. It is an industry certification program, developed and administered by industry. As you already mentioned, CFIA has no mandate for on-farm animal welfare. In the context of our non-regulatory (collaborative) role, we do however offer advice when asked and have been involved in a similar program developed by the Canadian Pork Council. 

The CEMA program is primarily aimed at the producer-retailer relationship. 

You could also encourage the individual to contact the National Farm Animal Care Council for further questions.
